C3NTRO Telecom, based in Mexico, is a global telecommunications company that delivers integrated voice, data, and cloud infrastructure solutions across the Americas. Known for its rapid growth and bold investments in infrastructure, the company is playing a pivotal role in expanding digital access and deploying fiber optic networks to support AI-driven innovation in the region. However, this scale’s growth brings both opportunity and legal complexity. Herrera is the steward tasked with guiding C3NTRO through it all.

For Herrera, the legal function is more than a business necessity—it’s a strategic instrument for long-term success. In 2025, C3NTRO’s legal department will focus on three ambitious pillars: enhancing team capability, executing a landmark financing transaction, and raising the bar on corporate governance.

“In Mexico, the adoption of robust governance frameworks remains uneven and often lags behind international standards, even among private companies,” Herrera explains. “At C3NTRO, we see this not as a regulatory checkbox, but as a strategic imperative.”

The company’s legal roadmap emphasizes building governance bodies that are functional, transparent, proactive and aligned with global best practices.

“We’re committed to creating a resilient, ethical and competitive business environment. For us, governance is not a formality—it’s a cornerstone of sustainable growth,” Herrera says.

In tandem, the legal team navigates a strategic financing transaction that could unlock significant capital for infrastructure investment. This includes aligning internal policies and control frameworks to meet the rigorous standards of international development finance institutions.

“It’s a process that tests our legal and financial soundness but also reflects our deep commitment to transparency and long-term growth,” Herrera says.

Building a legal dream team

The C3NTRO legal team comprises 10 attorneys, each with specialized knowledge to support a multi-unit business model. But like many companies in the post-pandemic era, C3NTRO faces a tight labor market and evolving expectations from legal talent.

“Recruiting and retaining top legal talent has become increasingly challenging,” Herrera notes. “Remote work has reshaped the legal job market, especially for mid-level professionals who now prioritize flexibility, purpose, and career development as much as compensation.”

In response, Herrera is leading a cultural evolution within the legal team—emphasizing mentorship, continuous education, and a strong sense of shared mission.

“We believe people stay where they feel valued, challenged, and inspired. Our culture is built on trust and a shared commitment to excellence,” he says.

Flexibility plays a role, too. While C3NTRO has embraced a hybrid model, Herrera acknowledges that some candidates hold out for fully remote options—making recruitment a game of trade-offs. Still, he focuses on building a future-ready legal department that is purpose-driven, highly skilled and deeply aligned with business goals.

When he’s not navigating complex telecom and infrastructure financing transactions or shaping governance policy, Herrera finds clarity on the open road—riding his motorcycle with the kind of focus that mirrors his legal philosophy.

“It’s not really a time for reflection—riding sharpens the mind,” he says. “It teaches focus, discipline, and awareness. Mental training enhances my ability to reflect with depth and precision later.”

This pursuit of balance—between intensity and introspection—defines both his leadership style and personal ethos. As a longtime amateur motorsport competitor, tennis enthusiast, and cold-water therapy devotee, Herrera lives with intention and a deep appreciation for risk, focus, and self-mastery.

He is also a proud husband and father of two sons, pursuing careers in business and philosophy.

“Above all, I’m a devoted father, husband, and friend. My family and close circle are my greatest sources of peace, inspiration, and joy,” he adds.

An evolving in-house role

Herrera’s legal journey began with a childhood fascination with justice—sparked by a quote from the Roman jurist Ulpian: “Justice is the constant and perpetual will to give each person their due.” That passion led him to pursue advanced financial and corporate law degrees and eventually to senior in-house roles that allowed him to shape businesses from within.

“Generative AI is already a game-changer. A skilled legal mind combined with smart AI tools surpasses the traditional legal model,” he says. “The key will be embracing it wisely and ethically.”
