Amber Koger – Inmar

A blueprint for legal success

Amber Koger’s journey to becoming vice president and general counsel for Inmar’s healthcare division is a testament to her ability to merge business acumen with legal expertise. With a background in economics from North Carolina A&T and a law degree from William & Mary Law School, she spent nearly a decade in private practice before transitioning in-house.

Amber Koger - Inmar

Amber Koger | Inmar | Vice President & General Counsel, Healthcare

In 2019, she joined Inmar Intelligence, an innovative data and services company that provides technology-driven solutions to make businesses more creative and improve consumers’ lives. By August 2024, she had risen to her current role, overseeing legal strategies that align with Inmar Healthcare’s broader mission of leveraging data intelligence to optimize healthcare supply chains, improve patient safety, and enhance client financial outcomes.

Inmar serves as a vital force in the healthcare technology sector, offering solutions that drive efficiency in inventory management, revenue recovery, and business intelligence. The company is key in improving medication access, affordability, and safety while ensuring compliance with complex regulatory landscapes. In this high-stakes environment, Amber is not just providing legal counsel—she’s a business partner, a strategist, and a leader committed to helping Inmar’s Healthcare division drive meaningful change.

Koger’s ability to navigate intricate legal matters spans intellectual property management, litigation oversight, mergers and acquisitions, regulatory compliance, and contract negotiation. Her work is integral to Inmar’s expansion and innovation efforts, as evidenced by her leadership in two major acquisitions in 2021. She spearheaded the transaction process, safeguarding Inmar’s interests at every stage.

Beyond the fine print of contracts and negotiations, Koger is passionate about creating “win-win” situations—securing favorable terms for Inmar while fostering strong partnerships with stakeholders. One of her most recent achievements was successfully pushing through a crucial provision in a high-profile agreement, reinforcing her standing as a trusted leader within the organization.

Seven pillars of leadership

Her leadership philosophy is built on seven core values that shape her professional and personal approach. These pillars—integrity, excellence, perseverance, empathy, accountability, collaboration, and enjoyment—serve as guiding principles for her team and reflect the kind of culture she seeks to cultivate.

Integrity is the foundation of Koger’s leadership. She believes in keeping promises, standing by her word, and ensuring transparency in all her dealings. This principle is particularly crucial in legal and business negotiations, where trust is paramount. Her commitment to integrity fosters confidence among her colleagues, making her a reliable and respected figure within Inmar.

Excellence is another key tenet of her philosophy. Koger doesn’t chase perfectionism but instead focuses on continuous improvement. She encourages her team to learn from mistakes, refine their skills, and push past self-imposed limitations. Under her leadership, the legal team operates with a growth mindset, continually seeking ways to enhance their effectiveness.

Perseverance is essential in a role that requires resilience amid legal complexities and business challenges. Koger embodies grit and determination, ensuring that obstacles are met with strategic problem-solving rather than discouragement. She credits this quality with her ability to navigate high-stakes negotiations and overcome setbacks in acquisitions, litigation, or contractual disputes.

Empathy is perhaps the most defining characteristic of Koger’s leadership style. She recognizes that leadership isn’t just about driving results—it’s about understanding people. She builds stronger professional relationships and a culture of mutual respect by fostering an environment where her team members feel heard, supported, and valued. She also acknowledges the importance of work-life harmony, knowing everyone faces personal challenges that influence their professional lives.

Accountability is central to her approach. Koger believes in taking responsibility for her actions, practicing self-awareness, and learning from her missteps. She instills this value in her team, creating an environment where individuals feel empowered to take ownership of their work while holding themselves to high standards.

Collaboration is at the heart of Koger’s work at Inmar. She views success as a collective effort and encourages open communication, teamwork, and the sharing of ideas. Though her legal team is lean—just one other attorney alongside a dedicated group of paralegals and contract managers—it operates as a cohesive unit. Koger values the contributions of every member and ensures that they work together seamlessly to support Inmar’s broader objectives.

Finally, enjoyment is an overlooked but crucial pillar of Koger’s leadership philosophy. She believes that work should be fulfilling and even fun.

“Finding joy in professional challenges helps mitigate stress and fosters a positive work environment, and I celebrate the team’s successes, acknowledging their achievements and creating a culture where motivation thrives.”

More than just a lawyer

Koger’s role at Inmar extends far beyond legal strategy. She is a mentor, coach and champion for diversity, equity and inclusion. She actively supports women and people of color in leadership, offering guidance and mentorship to those looking to advance in their careers. She participates in Inmar’s “One Inmar, Together Forward” initiative, a program designed to provide associates with a safe space to discuss current events and societal issues impacting their lives.

“These conversations, held in a judgment-free zone, foster inclusivity and ensure that diverse perspectives are acknowledged and valued,” Koger says.

Her leadership journey has been one of intentional growth. She has refined her approach through experiences in both private practice and corporate law, blending lessons from each to develop a holistic leadership style. She credits much of her success to a strong network of colleagues, mentors, and trusted advisors—individuals she consults for personal and professional guidance. At the same time, she strives to be that same resource for others, making herself available as a mentor to anyone who seeks her support.

Koger’s strategic and adaptable ability has served her well in her transition into the general counsel role. She describes herself as a “learn-it-all” rather than a “know-it-all,” recognizing that legal practice requires continuous learning, particularly in the corporate world. Law school may have provided a solid foundation. Still, much of her expertise has come from real-world experience—navigating nuanced transactions, managing legal risk, and aligning legal strategies with business objectives.

Her early days in her current role were marked by a well-defined 90-day plan, through which she achieved key milestones and set the stage for long-term success. While she operates with a structured annual goal-setting framework, she also understands the importance of agility.

“The ability to pivot when necessary, react quickly to changes and embrace uncertainty is a skill I have developed—one that law school may not have explicitly prepared me for. But life certainly has.”

For Koger, leadership is not just about authority but also about influence, impact, and authenticity. She firmly believes that anyone can be a leader regardless of their title or role. In her view, a great leader doesn’t have to control everything but should instead empower others to use their strengths. Her leadership style allows for a team where everyone has the opportunity to lead, contribute, and grow.

Her trajectory at Inmar is only just beginning, with ambitious goals ahead for the legal team and the healthcare division. She remains committed to driving Inmar’s mission forward, ensuring that the company continues to deliver innovative, data-driven solutions that improve healthcare outcomes. Her work is strengthening Inmar and creating a lasting impact on the industry.

Koger’s story is of resilience, strategic thinking, and an unwavering commitment to excellence. She has built a career that bridges the gap between law and business, making her an invaluable asset to Inmar and a role model for aspiring leaders. With her seven leadership pillars guiding her path, she is poised to continue making a meaningful difference within Inmar and the broader healthcare landscape.

Testimonials

It was a great honor to be featured in Vanguard Law. Working with every member of the team, from the initial interview with Erin Clark, through production with Victor Martins, writing the article with Taryn Plumb and creating the final content with Dave Gushee, was a true pleasure. Everyone was very professional, enthusiastic and supportive, and their creative approach and positive attitude clearly came through in the final product.

The piece highlighting my company, Bob Baker Enterprises, Inc., came out fabulous. Our company is in the new and used car sales and service industry. Everyone was great to work with and extremely professional. They produced a high-quality product and have provided expert assistance and guidance post-production of the article.
– Wade Poulson, General Counsel, Bob Baker Enterprises Inc.
I was honored to be the subject of an article. I enjoy reading Vanguard articles and seeing how other attorneys got to their positions and see their jobs. It's also interesting to see how different law firms partner with the subjects of the articles.
– Henry Marquard, in-house counsel, Stanley Consultants Inc.
As promised in advance, my feature in Vanguard has increased my visibility within the profession and prompted more than a few people I have not communicated with recently to reconnect. One of the Italian law firms I have used in the past is now in the process of interviewing me for an article on their website and tweeting out the feature story. Activity and the number of people connecting with me on LinkedIn has soared, which is great. The Vanguard writers and editorial staff were great to work with—highly professional and made the effort to make the experience both fun and rewarding (they were also respectful of the time pressures and demands all lawyers face). I was very pleased with the experience and the final outcome. Needless to say, I have been very pleased. All in all working with Vanguard has been a very positive experience which generated good publicity for both Shawcor and myself. My sincere thanks.
– Tim Hutzul, General Counsel, ShawCor Ltd.
