As general counsel for IDEAL (Impulsora del Desarrollo y el Empleo en América Latina), Carlos Facha plays a vital role in one of Mexico’s foremost infrastructure development firms. IDEAL is known for financing, building and operating large-scale projects—including highways, water treatment facilities, and energy ventures—that fuel national growth and regional connectivity. In his nearly three-decade tenure with the group, Facha has evolved from an eager young lawyer to a senior legal strategist shaping the company’s future.

Today, IDEAL is focused on expanding its footprint through new infrastructure projects, as well as unsolicited proposals to the government (among other opportunities)—an approach that requires both vision and legal acumen. At the heart of these efforts is Facha, whose deep knowledge of regulatory frameworks and collaborative leadership style help turn ambitious ideas into operational assets.

One of Facha’s most important current initiatives centers on completing two major highway concessions—the Cardel–Poza Rica and Tuxpan-Tampico highways, which IDEAL recently acquired.

“These projects are directly tied to our mission as a company,” Facha explains. “They reflect our focus on improving national mobility and enabling regional development.”

The legal work surrounding these initiatives has been extensive. Facha’s team is not only managing the regularization and due diligence processes but also working to expedite legal approvals so that construction and commissioning can be completed within the projected timeframe.

“In projects like these, timing is everything,” he says. “Our job is to ensure the legal side moves as efficiently as the engineering.”

IDEAL has become a leader in public-private partnerships in Mexico, particularly through the use of unsolicited proposals—an approach where the company identifies a public infrastructure need and proactively develops a plan for the government’s review. This method has already proven successful: the Las Varas–Puerto Vallarta highway, for example, dramatically reduced travel time in that corridor from approximately five hours to two and a half.

Facha has formalized this process, presenting impact analyses, investment forecasts, and payback models to government stakeholders.
“It’s a unique way of collaborating with the public sector,” he says. “You’re not just a contractor; you become a partner in national development.”

Leading through change

As Mexico undergoes another political transition following the 2024 elections, IDEAL navigates opportunity and uncertainty.

“We’ve successfully operated under five federal administrations, and we know how to maintain momentum through these shifts,” Facha says.

But doing so isn’t without its challenges.

The company’s strategy hinges on four pillars: participating in public tenders, acquiring projects in the secondary market, advancing new unsolicited proposals under the PPP model, and expanding regionally across Latin America. Each of these avenues involves careful legal calibration—ensuring not only compliance, but also alignment with environmental, social, and governance (ESG) standards.

“Infrastructure is no longer just about construction,” Facha notes. “You need to show that a project is sustainable, socially beneficial, and ethically sound. That’s the baseline today.”

As general counsel, he ensures that IDEAL’s legal framework is robust enough to support long-term returns while meeting these increasingly complex expectations.

At the same time, Facha serves as board secretary for 52 IDEAL subsidiaries, giving him a panoramic view of the company’s operations.
“It’s a lot to manage, but I enjoy the scope and responsibility,” he says.

Investing in people & purpose

Facha is not only a legal expert—he’s also a team builder. He leads a multidisciplinary team of approximately 35 professionals, comprising lawyers, engineers, compliance officers, and environmental experts. Retention can be a challenge, especially given the intense demand for specialized talent in the infrastructure space, but Facha believes IDEAL offers something more valuable than just a paycheck.

“In many ways, working here is like earning a doctorate in real-world infrastructure law,” he says. “Yes, our people receive attractive offers elsewhere, but what we provide is purpose. We’re developing projects that improve the country.”

He’s also deeply committed to mentorship and professional development.

“I believe in leading by example—what people call ‘tone at the top,’” Facha says. “If we win, it’s because of the team. And if we grow, it’s because we’ve created an environment where people want to be.”

One of his favorite leadership quotes comes from Pittsburgh Steelers head coach Mike Tomlin: “I look for volunteers, not hostages.” Facha applies that philosophy to recruitment, seeking team members who are excited about the mission and aligned with IDEAL’s values.

“If people come here willingly and with heart, the results speak for themselves,” he says.

From law school to legacy

Born in Mexico City in 1972, Facha’s path to the legal world began with admiration for a family friend—an articulate, well-dressed lawyer who always had the right answer.

“He was like the family doctor, but for everything,” Facha recalls. “He inspired me to pursue law not just as a profession, but as a way to help people.”

Facha earned his degree from Universidad Iberoamericana and joined the company nearly 30 years ago—initially with no experience, little pay, and a big appetite to learn.

“I told them, give me a chance, and you won’t regret it,” he says. “Now, almost three decades later, I still love coming to work every day.”

Despite his deep roots at IDEAL, Facha isn’t ruling out new chapters. With his children preparing to study abroad, at some point, he could be interested in opportunities to work internationally or advise companies seeking to invest in Latin America.

“I’ve started to step out of the box in recent years—joining boards, giving talks,” he says. “I’m happy where I am, but I’m always open to growth.”

When he’s not working, Facha enjoys American football (he’s a passionate Pittsburgh Steelers fan) and running—especially with his kids. Last year, he ran their first half-marathon together.

“Work is important, but so is balance,” he says. “Family, health, purpose—that’s what keeps me grounded.”

Embracing the future

As IDEAL looks ahead to the second half of 2025 and beyond, Facha’s legal stewardship remains essential. The firm’s growing pipeline of projects, the evolving political landscape, and the rising expectations around ESG and transparency demand both experience and innovation.

Artificial intelligence is one area where Facha sees potential to improve efficiency.

“AI won’t replace lawyers,” he says, “but lawyers who refuse to use it may get left behind. I think of it like hiring an outside counsel—you still need to supervise and assume responsibility, but it can help you work smarter.”

Perhaps most telling is how Facha defines success in his role.

“The best part of my job is seeing the physical results of our work—a 500-page agreement turning into a highway that cuts travel time and connects communities. That’s when I know we’re doing something meaningful,” he says.

And that, ultimately, is the ethos that defines Facha’s leadership at IDEAL: grounded in service, built on teamwork, and driven by a long-term vision of sustainable growth—one project, one partnership, and one community at a time.
