Jose Antonio Rodriguez, executive vice president and chief legal officer at Acacia Network, has been a cornerstone in advancing the organization’s mission to deliver essential services and programs to thousands across New York. Acacia Network, one of the largest Hispanic-led nonprofits in the state, provides integrated, culturally competent, and trauma-informed services in health, housing, social services, economic development, and cultural revitalization. With over 100 affiliates and more than 2,700 employees spread across multiple states, Acacia Network is a vital support system for diverse communities.

Since his appointment, Rodriguez has been instrumental in establishing a robust legal department from the ground up. His leadership ensures that the legal team is well-equipped with the necessary resources to navigate New York’s complex regulatory landscape. By building a solid legal foundation, Rodriguez has enabled Acacia Network to effectively implement its programs and enhance essential services for its extensive clientele. This strong legal infrastructure is vital in maintaining compliance, mitigating risks and supporting the organization’s strategic initiatives.

Developing affordable housing

Rodriguez’ legal team, working with outside counsel, has provided legal assistance in several key projects that highlight his dedication to community development and Acacia Network’s overarching goals, with one notable initiative being the Virginia House senior housing development in East Harlem. This ambitious project integrates affordable and homeless housing, encompassing 103 units designed to meet diverse community needs. Rodriguez has taken a hands-on approach throughout every phase of Acacia’s goals, from acquiring vacant lots and securing construction and development loans to managing budgets and negotiating property purchases. His expertise in real estate transactions and innovative approach to multi-family building projects have proven to be an asset for this and other developments.

By collaborating closely with architects and other stakeholders, Rodriguez’s legal team ensures that all projects comply with budgetary and regulatory requirements while effectively addressing the community’s housing needs. The Virginia House project features 56 affordable units for low-income seniors, along with specialized support services such as Section 8 vouchers and HRA services. This comprehensive approach not only provides immediate housing solutions but also emphasizes long-term affordability and resident well-being.

Virginia House stands as a testament to Acacia’s dedication and the collaborative efforts of the entire Acacia Network team. It reflects a legacy of care and support that dates back to the organization’s roots in 1969, showcasing how thoughtful leadership and strategic planning can create sustainable and supportive housing solutions.

Beyond housing, Rodriguez and his legal team have provided legal advice and assistance for all other programs and initiatives to provide much-needed services to New York City’s homeless population. Under his guidance, the legal team has played a crucial role in advising and supporting the program staff, leading the charge in bringing our services to vulnerable populations.

Acacia’s affiliation process with many non-profits has ensured organizations remain functional and practical, maintaining the availability of essential services across various communities. This commitment to strengthening the network underscores Rodriguez’s dedication to creating a meaningful and lasting impact, ensuring that the Acacia Network remains a beacon of support and resilience for those it serves.

Roots in the Bronx

Rodriguez’s passion for law ignited in his early years in The Bronx, a borough emblematic of resilience and community. Growing up, he witnessed his mother’s journey from a Puerto Rican seamstress to a dedicated registered nurse, instilling in him the values of perseverance and service. These experiences fueled his desire to support and empower others through legal expertise.

Rodriguez pursued his interest by earning a JD from Seton Hall University School of Law, where he honed his skills and deepened his commitment to community-focused legal practice. Although he had not initially planned to become an in-house counsel, the opportunity at Acacia Network aligned perfectly with his dedication to serving diverse communities. As EVP and Chief Legal Officer, Rodriguez engages with various legal areas, enriching his professional growth and ability to positively impact the Bronx.

Under Rodriguez’s leadership, with other pioneers like Hector, Diaz, a former NYS Assemblyman and former President of Acacia, Raul Russi, former CEO who, together with Diaz, engineered Acacia’s explosive growth in the last 15 years, and now Lymaris Albors, as the first female CEO, Acacia Network has strengthened its presence in The Bronx and beyond. Rodriguez is aware of the unique neighborhood challenges and provides proactive legal guidance. His role transcends traditional legal responsibilities, embodying a mission to empower residents and foster community resilience.

Outside of his professional endeavors, Rodriguez serves on the board of a nonprofit volleyball organization. He contributes legal expertise and supports the organization’s initiatives, which teach children volleyball and organize tournaments. Rodriguez has helped the Executive Director, Joel Sanchez, and the board chairperson, Doris Gonzalez, transform the organization into a million-dollar enterprise. Rodriguez’s commitment to his work and community reflects his enduring dedication to making a meaningful difference in the Bronx.
