Keith McLean joined ASI Paving in 2022 as its first in-house general counsel and chief compliance officer, just after a majority sale to a private family office. Several months before his arrival, the company became entangled in a Department of Justice investigation. While the headlines focused on the few who made mistakes, the reality inside ASI Paving was far broader—a team of 400 men and women who put on their boots each morning, determined to keep the company moving.
McLean saw in that resilience something worth building on. He arrived to find a workforce that wanted change and a leadership team committed to reshaping ASI Paving from the inside out. Together, they began a process that would not only professionalize the company’s systems but redefine its identity.
Built to last
Headquartered in Pontiac, Michigan, Asphalt Specialists LLC is a vertically integrated paving and trucking contractor that includes TKMS and Lou’s Transport, serving hundreds of public and private customers across the region. ASI Paving provides high-quality paving services for commercial, residential, and industrial projects, including asphalt installation, repairs, sealcoating, and striping. It is also one of the few companies offering in-house FDR (Full-Depth Reclamation). This eco-friendly method recycles existing materials to create a stronger, cost-effective foundation for aging roads. For decades, the company earned its reputation through hard work, technical skill, and responsiveness. But after the federal suspension that barred it from bidding on public projects, ASI Paving had to prove that it could still live up to its motto of being “built to last.”
McLean’s role extended far beyond legal counsel. He helped design a compliance program from scratch, introducing processes that gave regulators and customers confidence in ASI’s commitment to integrity. He also took on oversight of human resources and safety, two functions central to the company’s operational renewal.
“The investigation taught us humility,” he says. “We learned that transparency and honesty with our customers and each other matter more than anything.”
That commitment was soon reflected in ASI Paving’s new core values—safety, respectfulness, trustworthiness, communication, freedom, and longevity. These principles became the lens through which every decision was made, from hiring and promotions to partnerships and project management.
Culture in motion
The company’s transformation wasn’t limited to policy changes. ASI Paving’s leaders realized that the key to long-term success lies in empowering people at every level. The new leadership development program, launched under the CEO’s direction with senior leadership support, is designed to identify and nurture rising talent across the organization.
The program engages participants in projects that address real business challenges, culminating in presentations to senior leadership. Roughly two dozen employees have already completed the first cohort, with plans to make it an annual tradition.
McLean calls the initiative one of the most meaningful signs of ASI Paving’s progress.
“We can’t just empower a few people at the top,” he says. “We have to develop the people behind them, give them ownership, and invest in their growth.”
That focus on leadership has also strengthened collaboration among departments. The senior leadership team meets regularly to align strategy across operations, legal, HR, and safety. Decisions are no longer made in silos but through open dialogue, ensuring that every policy is connected to ASI Paving’s mission of delivering safe, reliable work.
One visible example is the company’s safety campaign, which aims to reduce incidents by 20 percent. Stickers on trucks and equipment, targeted training sessions, and daily safety talks remind crews that attention to detail saves lives. With months still left in the year, ASI Paving had already achieved a 15 percent reduction—a tangible sign that its cultural reset is working.
“Our safety team is phenomenal,” McLean says. “They’re constantly finding ways to keep safety at the top of everyone’s mind. It’s become a part of who we are.”
Restoring confidence
Behind the scenes, ASI Paving has made significant operational advances as well. One of Keith’s early priorities was implementing a contract management system to handle the company’s vast workload—nearly 500 jobs a year, each with multiple agreements. Before his arrival, contracts were scattered across departments with inconsistent oversight. Today, every contract passes through a centralized system, creating transparency and efficiency that didn’t exist before.
“It was a hairy monster we finally got under control,” McLean says with a laugh. But the change has had a serious impact. Centralization has streamlined negotiations, reduced risk, and given leadership a clearer picture of ongoing obligations and opportunities.
The legal department also manages collections and litigation internally, saving the company high costs. And as McLean looks ahead, he’s exploring the use of artificial intelligence to accelerate contract review, giving the business even greater agility.
Still, for all the structural progress, ASI Paving’s most significant achievement has been rebuilding trust—with regulators, lenders, and customers. The company was suspended from public work for a time, but with persistence and transparency, that suspension was lifted. ASI Paving refinanced its operations and began reintroducing itself to clients, reaching out to about 100 accounts to gather feedback and strengthen relationships.
Those conversations have helped reshape ASI Paving’s reputation. Customers now see a company that owns its past but is defined by its present—a team that shows up, communicates honestly, and delivers quality work.
“Getting through that suspension was a huge win,” McLean says. “It showed everyone inside and outside the company that we were serious about doing things the right way.”
Moving forward together
Two years after McLean joined, the difference at ASI Paving is unmistakable. The company has a new C-suite, modern systems, a robust safety record, and a workforce that understands how integrity and performance go hand in hand. What was once a reactive organization has become proactive—focused on long-term growth and sustainability.
The transformation hasn’t been easy. There were long days spent untangling old processes, earning employee trust, and reassuring partners that ASI Paving’s turnaround was real. But the company’s leadership believes the effort has been worth it.
“We’re more confident than ever in who we are,” McLean says. “What doesn’t kill you makes you stronger, and this experience proved that.”
That strength now shows in ways both large and small: in the professionalism of field crews, in the camaraderie at company events, and in leaders’ willingness to listen and learn. ASI Paving’s employee appreciation celebration at a local racetrack last November captured that spirit perfectly—a moment to reflect on how far the company has come and to celebrate the people who made it possible.
For McLean, who lives in Michigan with his wife and two young sons, the journey has reaffirmed his belief in law as a vehicle for progress. Originally drawn to the profession by the idea of justice and order, he now sees those ideals reflected not just in courtrooms but in everyday business.
“You start to realize this isn’t just a job,” he said. “You’re impacting your team and their lives.”
That, perhaps, is the real story of Asphalt Specialists LLC—not one of scandal or survival, but of reinvention through shared leadership and accountability. The company’s motto, “built to last,” is no longer just about pavement. It’s about people, culture, and the hard work of building trust one project at a time.
