Founded in 1900, Desjardins Group has grown into a financial powerhouse, particularly in Quebec and Ontario, with over 200 credit unions under its umbrella. Serving more than seven million members and clients, Desjardins is not just a bank: it’s a comprehensive financial cooperative offering a full range of financial services from personal and business banking to insurance and investment products. With a workforce exceeding 55,000 employees, it holds a unique place in Canada’s financial services industry, navigating stringent regulations while innovating to meet the digital demands of modern clients.
For Boucher, joining Desjardins in 2012 was both a challenge and an opportunity.
“When I joined, I knew nothing about the financial sector,” he admits. “But it was exciting to learn about the business and regulations. It’s been a fulfilling journey.”
His leadership style and ability to thrive in a dynamic environment have made him integral to the organization’s evolution.
Building a culture
Boucher’s leadership philosophy centers on empowering his team while setting clear expectations. In legal, you’re not running a factory where everyone does the same thing. He says each issue is unique and requires careful evaluation of legislation and regulations but with a practical business application.
“I give trust easily, and I’m fortunate that most of my direct reports were hired by me,” Boucher explains.
Twice a week, Boucher meets with his management committee to discuss priorities and ensure alignment across teams.
“It’s all about efficiency and communication,” he notes. “We escalate issues when needed and focus on clear goals. A legal bottleneck adds no value to the organization, so we’ve structured our team to be agile and responsive.”
This approach is critical as Desjardins adapts to a fast-changing environment. The shift towards online and digital services has accelerated, with fewer in-person client interactions. Boucher’s team is pivotal in supporting Desjardins’ business lines as they transform their client services to meet modern demands.
As Desjardins embraces digital innovation, Boucher sees technology as a defining factor for success. He observes that AI and digital tools are now a reality for everyone.
“If you’re not integrating these into your strategy, you’re setting yourself up for failure,” Boucher says.

Desjardins’ legal team is deeply involved in this transformation. They ensure that products and services comply with new regulations while focusing on client needs. For Boucher, it’s about finding innovative ways to deliver value to the organization or its clients.
Thriving in chaos
A typical day for Boucher is far from predictable.
“My day is 75 percent meetings and calls, and any plan I have is usually out the window by 9 a.m.,” he says with a smile.
Whether it’s addressing a major class-action lawsuit, responding to a national postal strike affecting millions of members and clients, as was the case at the end of 2024, or working on a major acquisition in one of Desjardins’ many business sectors, Boucher thrives on the unpredictability of his role.
“I enjoy the chaos,” he admits. “It keeps things interesting and forces you to adapt constantly. This job would be very difficult if you’re uncomfortable with uncertainty.”
Despite the challenges, Boucher’s calm demeanor and quick responsiveness have earned him the respect of his peers. He has always been able to spring into action quickly, and he says he has gotten better at it with experience.
Looking ahead, Boucher is focused on preparing Desjardins for the challenges of 2025 and beyond. During a recent team meeting in Montreal, he emphasized accelerating digital offerings and integrating new technologies.
“Our clients expect services in the format they prefer, which increasingly means online and virtual options,” he says.
At the same time, Boucher is mindful of the human element in his work. He sees his role as akin to a football coach, listening to his team’s input before calling the best play.
“If you think you know it all, you’re setting yourself up for failure,” he warns. “I’ve been fortunate to work with brilliant individuals who make my job easier.”
A rewarding career
Boucher’s path to becoming Desjardins’ CLO was unconventional. A graduate of the Université de Montréal’s law program, he spent 17 years in private practice with two national firms before transitioning to Desjardins in April 2012. Initially drawn to litigation, he quickly pivoted to corporate law after realizing his true interests lay in the business side of legal work.
“When I started law school, I didn’t plan on being a lawyer,” Boucher recalls. “It just seemed interesting. I followed the road, and it took me somewhere unexpected—but rewarding.”
In December 2020, he became the CLO and oversees a legal team of approximately 200 employees. Directly managing six teams, Boucher emphasizes the importance of communication and trust.
“You can’t micromanage a team this large in such a broad organization,” he explains. “You must assemble the best people and let them do their job. Empowerment is key.”
While he once dreamed of being a hockey player, Boucher has found fulfillment in a career he didn’t initially plan for.
“I love what I do. There have been good times and bad times, but I’ve never regretted any of my career moves,” he says.
As he continues to lead Desjardins’ legal team through uncharted waters, Boucher’s adaptability, trust in his team, and forward-thinking approach ensure that the organization is well-positioned for success in future years.
“This role is my crowning achievement,” he says. “I can envision retiring from here, proud of what we’ve built together.”
