Monica Trollinger – Southwest Research Institute

Balancing science and law to keep SWRI mission-focused

The Southwest Research Institute (SWRI) is a globally recognized nonprofit dedicated to advancing science and technology to solve some of the world’s most complex challenges. With 11 distinct operating divisions, SWRI supports industries, government entities, and private organizations through innovative research and groundbreaking solutions. As a government contractor, SWRI balances its nonprofit status with operational independence, enabling it to remain mission-focused while serving as a leader in scientific discovery. This careful balance allows SWRI to focus on projects that benefit society, pushing the boundaries of knowledge and innovation without being driven by profit motives.

At the helm of SWRI’s legal operations is Monica Trollinger, who serves as general counsel. Over her 28-year career with the organization, Trollinger has risen through every role within the legal department, gaining unmatched institutional knowledge and legal expertise. Her progression within the organization reflects a dedication to SWRI’s mission and a remarkable ability to adapt to an ever-evolving organization’s legal and strategic needs. Today, she oversees a team that touches nearly all areas of law, except intellectual property and employment, while focusing on maintaining SWRI’s nonprofit status, supporting government collaborations, and ensuring compliance across all business units.

SWRI’s projects are as diverse as they are ambitious, spanning from deep-sea exploration to space research. Trollinger ensures these initiatives are legally and contractually sound, creating the frameworks that enable their success. Her transactional law and compliance expertise ensures that SWRI’s teams can pursue their goals without encountering unnecessary legal roadblocks.

“SWRI’s advancements in deep-sea exploration involve cutting-edge technologies, such as autonomous underwater vehicles, which require rigorous oversight and carefully negotiated contracts to ensure operational efficiency,” Trollinger says.

Meanwhile, its space exploration initiatives, which involve collaborations with government entities and other research organizations, demand compliance with intricate regulatory frameworks. Trollinger’s ability to navigate these complexities allows SWRI to meet its obligations while delivering groundbreaking results.

A crucial aspect of Trollinger’s role involves fostering collaboration between SWRI’s 11 business units. By maintaining the institute’s nonprofit status and managing compliance as a government contractor, she ensures SWRI retains its operational independence, which is essential for innovation. This independence allows the organization to stay agile, addressing complex challenges and creating solutions without bureaucratic limitations. Her ability to juggle these priorities while optimizing outcomes for SWRI demonstrates her expertise and dedication to the organization’s mission. Trollinger’s work ensures that SWRI remains a leader in the research community, delivering transformative results on a global scale.

Servant leadership is the cornerstone of Trollinger’s approach to managing her team. Leading a legal department of 21 professionals, she fosters an environment where her team feels supported and valued. She creates a culture of collaboration and mutual respect by positioning the legal department as a trusted partner to SWRI’s business units. This approach allows the legal team to proactively identify solutions that align with SWRI’s goals while maintaining compliance and mitigating risks. Recruitment and retention are also key to Trollinger’s leadership philosophy. She understands the importance of building a team that shares SWRI’s core values of integrity, innovation, people, and stewardship. By investing in the professional development of her team, she ensures they have the skills and resources needed to support the organization’s growth and adapt to its evolving needs.

Trollinger’s contributions extend beyond SWRI’s legal department. As a mentor with Big Brothers Big Sisters of America and Business Careers High School, she is passionate about empowering the next generation of leaders. She provides guidance and encouragement through mentorship, helping young individuals envision brighter futures. This commitment to leadership and service reflects her belief in giving back to the community and fostering meaningful connections.

Trollinger’s journey into the legal field began with her family’s background in law enforcement, which instilled in her a respect for law and justice. She was her family’s first attorney, forging her path with determination and focus. While in her third year of law school, she discovered a job posting for SWRI, a decision that would shape her career for decades. Since joining SWRI 28 years ago, Trollinger has played a vital role in shaping the organization’s legal framework. In her early years, she focused on compliance and transactional responsibilities, including contract negotiations and NDAs. Her dedication and legal acumen allowed her to advance through the ranks, taking on increasingly complex roles and responsibilities.

Now serving as General Counsel, Trollinger’s career reflects her commitment to SWRI’s mission and her ability to grow alongside the organization. Her leadership is widely respected, and her contributions have been instrumental in building the legal infrastructure that supports SWRI’s success. Outside of work, she values time spent with her family and enjoys pursuits that provide balance and grounding amidst her demanding role.

Trollinger’s journey demonstrates the power of perseverance and a commitment to excellence. Her story inspires, highlighting the importance of staying true to one’s values while pursuing meaningful and impactful work.

Testimonials

As promised in advance, my feature in Vanguard has increased my visibility within the profession and prompted more than a few people I have not communicated with recently to reconnect. One of the Italian law firms I have used in the past is now in the process of interviewing me for an article on their website and tweeting out the feature story. Activity and the number of people connecting with me on LinkedIn has soared, which is great. The Vanguard writers and editorial staff were great to work with—highly professional and made the effort to make the experience both fun and rewarding (they were also respectful of the time pressures and demands all lawyers face). I was very pleased with the experience and the final outcome. Needless to say, I have been very pleased. All in all working with Vanguard has been a very positive experience which generated good publicity for both Shawcor and myself. My sincere thanks.

It was a great honor to be featured in Vanguard Law. Working with every member of the team, from the initial interview with Erin Clark, through production with Victor Martins, writing the article with Taryn Plumb and creating the final content with Dave Gushee, was a true pleasure. Everyone was very professional, enthusiastic and supportive, and their creative approach and positive attitude clearly came through in the final product.
– Kevin C. Rakowski, Senior Vice President, Deputy General Counsel, Compliance with Radian Group Inc.
I was honored to be the subject of an article. I enjoy reading Vanguard articles and seeing how other attorneys got to their positions and see their jobs. It's also interesting to see how different law firms partner with the subjects of the articles.

The piece highlighting my company, Bob Baker Enterprises, Inc., came out fabulous. Our company is in the new and used car sales and service industry. Everyone was great to work with and extremely professional. They produced a high-quality product and have provided expert assistance and guidance post-production of the article.
