Ryan Dunigan’s path to becoming senior division counsel for Corning Optical Communications didn’t begin in a courtroom—it started in part in Chicago’s political landscape. Growing up in a city where politics shaped neighborhoods and drove local change, he envisioned a career in public service.

“I always had an interest in politics, and I knew I should probably go to law school,” he says.
Initially, he thought he might become a criminal defense attorney, even considering the idea of defending politicians in high-profile white-collar cases.
But as he moved through law school at the University of Chicago, Dunigan realized his talents—and interests—leaned toward strategic advising rather than high-stakes criminal defense.
Commercial law, with its focus on long-term business strategy, risk assessment, and collaboration, felt like a better fit.
His first professional chapter was at Winston & Strawn, where he spent more than eight years gaining litigation experience across a broad spectrum of commercial matters. The fast-paced, high-pressure environment sharpened his legal instincts and taught him how to deliver clear, actionable guidance under tight deadlines. From there, he transitioned into public service at the Illinois Department of Human Rights, gaining insight into regulatory and civil rights law. These experiences—one in private practice, the other in the public sector—would shape the balance of discipline, empathy, and practicality that defines his leadership today.
Finding his place
In May 2021, Dunigan joined Corning Incorporated as chief of staff to the chief legal and administrative officer, a role that offered a bird’s-eye view of corporate strategy. Founded more than 170 years ago, Corning is one of the world’s leading innovators in materials science, applying its expertise in glass, ceramics, and optical physics to create products that transform industries and improve lives. Its markets range from optical communications and consumer electronics to automotive, life sciences, and display technologies.
Corning Optical Communications, based in Charlotte, North Carolina, is one of the company’s most dynamic business segments, providing optical fiber and connectivity solutions for cutting-edge communications networks. As a wholly owned subsidiary of Corning Incorporated, the division plays a vital role in advancing the infrastructure that enables high-speed internet, 5G, and next-generation data transmission.
Dunigan moved into his current position as senior division counsel in June 2023. In many ways, the role is that of a general counsel for the division.
“We know the business better than anyone else from the legal side, and we know our customers and clients,” he says. “That allows us to give advice that’s not only legally sound but strategically relevant.”
His responsibilities are broad, encompassing commercial litigation, contracts, compliance, and employment matters, while serving as the connective tissue between the division and Corning’s centralized legal teams. When a matter escalates—whether it’s a major compliance investigation, a complex intellectual property dispute, or a large M&A transaction—Dunigan works closely with Corning’s corporate centers of excellence to bring in specialized expertise.
Leading with trust, clarity & empowerment
Dunigan leads a small but nimble team consisting of two other attorneys, a paralegal, and a legal assistant. He describes them as generalists who handle a wide range of legal work, from contract negotiations to regulatory matters. His management philosophy is rooted in empowerment, mentorship, and psychological safety.
“I want my team to have exposure to a wide variety of legal and business issues so they can broaden their skill sets,” he says. “Mistakes are going to happen, and that’s OK. The important thing is to learn from them.”
This approach is informed by his own career experiences, both positive and challenging. Mentors who trusted him to take ownership—and those who taught him the value of direct, honest feedback—helped shape the leader he is today. He emphasizes open communication, encouraging his team to voice concerns and propose solutions.
He also takes pride in creating opportunities for his team members to stretch beyond their comfort zones. Whether that means leading a negotiation with a major customer or advising the division leadership team on a strategic initiative, Dunigan ensures his colleagues are recognized as key contributors.
“I think I’m a leader, manager, and strategic advisor first and lawyer after that,” he says. “I sit on the division’s leadership team, so I have a direct line to influence both legal and business strategy.”
It’s a shift from his law firm days, where success was measured by wins in court or favorable settlements. In-house, he says, the rewards are different.
“You’re playing the long game,” he explains. “You’re building closer and deeper relationships, and you can see your advice making a real difference in how the business operates.”
Looking ahead in a changing Industry
The optical communications industry is in constant motion, driven by global demand for faster, more reliable connectivity. Emerging technologies—especially artificial intelligence—are poised to transform both the products Corning delivers and the way its teams work. This evolution energizes Dunigan.
“AI is going to have a massive impact on our business, and I’m excited to help shape how we adapt to it,” he says.
His dual role as a legal advisor and business counselor positions him to guide the division through both opportunities and risks. Often, that means giving advice that’s as much about strategy as it is about law.
“Legally, we can do this, but it might be a bad business decision,” he says. That kind of candor, he believes, is essential for building trust with business leaders.
As Corning continues to grow globally, Dunigan sees the legal team’s role as more than just protecting the company from risk—it’s about enabling the business to move quickly and confidently into new markets and technologies. He views legal as an integrated partner in innovation, ensuring that bold ideas are supported by sound, forward-looking legal strategies.
Outside of work, he stays grounded by spending time with his wife and their two young daughters, ages three and one. A lifelong Chicago sports fan and a tennis player, he values balance and perspective—qualities that also serve him well in the high-stakes corporate world.
For Dunigan, the move from aspiring political strategist to senior legal leader at one of the world’s most innovative companies has been less about abandoning one dream and more about evolving it.
“At my core, I am a lawyer,” he says. “But what I love most is helping people—whether that’s guiding my team, advising our leadership, or working with customers to find solutions. That’s what makes this job rewarding.”
