When Radcliffe first arrived at R1, the legal team was small — just six people handling the work of a company that was rapidly expanding through acquisitions and partnerships. The demands were immense, and greater infrastructure was required to support this rapid growth. Radcliffe recalls that his first priority was to establish legal structures that could grow with the business. That meant adding talent, introducing scalable processes, and redefining what the legal function could be.
Today, the team numbers 26, with a large presence in the U.S. and additional attorneys in India and the Philippines. They are lean compared to the complexity of the company, but deliberately structured. Radcliffe has placed particular emphasis on building a culture of leadership, ensuring that every lawyer on his team is empowered to act as a “lead dog,” capable of meaningfully engaging with clients, selling ideas, and managing risks at pace.
“We don’t have room for role players,” Radcliffe notes. “Every person on the team has to be a leader, even if they’re not managing others.”
This philosophy has produced a group of lawyers who are trusted across the organization and who consistently deliver at the speed of business. It has also allowed R1 to hold the size of the legal department relatively steady while significantly increasing the company’s capacity to serve customers.
Driving parallel change
R1 has long been known as the pioneering company that “invented the revenue cycle” for healthcare providers. Today, it is reinventing that model through technology, automation, and agentic AI. The legal department has mirrored this evolution, embracing innovation and adopting scalable operations that allow it to function as a strategic enabler rather than a reactive support unit.
Radcliffe is particularly focused on the intersection of legal work and technology. He has spent significant time exploring tools that could augment the department’s capabilities, even testing how AI can be applied to core legal functions. One attorney in India successfully trained an AI tool using R1’s commercial contract playbook—a proof of concept that demonstrated how technology could act as a “bright associate” with perfect recall but no judgment.
The parallel between R1’s business transformation and the legal team’s evolution is no accident. As Radcliffe puts it, “We must continue to evolve and scale for the business we serve.” That mindset has kept the department aligned with the company’s broader strategy, ensuring that legal is not a bottleneck but a catalyst for growth.
Another key innovation has been the development of a strong legal operations function. Radcliffe calls this one of the most essential investments he has made, allowing the team to streamline workflows, manage outside counsel more effectively, and free up attorneys to focus on higher-value work.
“The power and value the legal operations role brings has been a key area for what we’ve done and where we are headed,” he emphasizes.
Leadership, mentorship & talent development
For all the systems and strategies Radcliffe has put in place, he is quick to credit his team as the true engine of success. Over the past eight years, he has made deliberate investments in people, hiring strategically, mentoring consistently, and fostering a culture where trust and collaboration thrive.
His philosophy on talent is shaped by both experience and humility.
“Talent, capacity, and aptitude—you can’t teach those things. But you can give people the training and the soft skills to be successful,” he explains.
He views himself less as a manager and more as a “caretaker or shepherd,” guiding the department and helping his team clear roadblocks while giving them space to lead in their own ways.
Radcliffe also acknowledges that leadership requires constant learning. He regularly compares notes with other general counsels and legal operations leaders, continually honing his ability to spot and develop talent. His HR team plays a vital role in this, helping him evaluate fit and ensure that the department is always moving in the right direction.
For Radcliffe, success is measured not only by the department’s performance but by the growth of its people. He has even experienced the satisfaction of rehiring lawyers he originally brought onto the team years earlier, watching them develop their careers and return with new skills and perspectives.
“It’s the ultimate reward,” he says. “If I’m devastated to lose somebody, I know I’ve done a great job as a leader.”

As R1 leans fully into a future shaped by agentic AI, automation, and technology-driven healthcare solutions, the legal team is right there alongside it—adapting, scaling, and positioning itself as a critical enabler of transformation. Radcliffe believes that success as a general counsel stems from embracing risk intelligently, rather than avoiding it.
“Business is risky,” he explains. “Success means taking smarter risks, and our job is to be smart about them.”
That philosophy has guided his approach to AI as well, where he has worked with R1’s compliance leaders to establish principles and policies that ensure responsible use even as the regulatory landscape remains uncertain. By leading rather than waiting, the department has positioned itself as a voice of both caution and innovation.
