Mastercard is a global technology leader transforming how people and merchants connect in a secure and ever-evolving financial landscape. Known as a non-traditional financial institution, the company enables safe payment environments and pioneers financial inclusion by offering one of the industry’s most diverse and expansive ecosystems. At its core, Mastercard is dedicated to ensuring that every transaction is executed with high security and transparency. This mission resonates deeply with a world that demands trust and innovation in equal measure.
Within this dynamic organization, Tamara Adler serves as Brazil’s vice president and legal head for Mastercard, playing a crucial role in translating Mastercard’s global vision into tangible, localized strategies. Her role is not confined to managing legal matters; she is a strategic linchpin, ensuring the company’s expansive goals are met within Brazil’s unique regulatory and commercial environment.
“My expertise in Brazilian law and regulatory compliance enables me to navigate a complex legal landscape, aligning corporate initiatives with evolving governmental priorities and market needs,” Adler says.
A significant aspect of Adler’s role is her involvement in a flagship project to address a critical challenge in Brazil’s payment ecosystem: optimizing the collateral structure related to merchant funding. In Brazil, where payment and installment transactions account for roughly 50 percent of sales, it is necessary to ensure that merchants reliably receive their payments.
Adler leads this project with a forward-thinking approach, including a comprehensive analysis of existing payment flows and reengineering the collateral instruction process. Her work involves coordinating detailed discussions with regulators to influence the development of a new regulatory framework.
“The initiative is designed to close gaps in the current system, enhance transparency, and manage risks effectively, ultimately ensuring that every stakeholder operates within a secure and trusted system,” Adler explains.
Initiated in November of the previous year, this project has already seen significant momentum. Preliminary regulatory changes are expected by the end of the current quarter, with full implementation slated for the year-end. By taking a proactive stance, Adler addresses an existing market issue and reinforces Mastercard’s role as a stabilizing force in the financial ecosystem. Her ability to creatively integrate diverse stakeholder perspectives and align them towards a unified goal exemplifies the strategic importance of having robust in-house counsel who can act as legal experts and business partners.
Adler’s influence extends beyond her project-specific contributions. As a vital member of Mastercard’s leadership committee, she plays an instrumental role in shaping the company’s strategic decisions, particularly those that bridge local market realities with global business objectives. She is responsible for interpreting regulatory changes and ensuring that Mastercard’s operations are compliant and agile in response to emerging trends. This role demands a deep understanding of legal intricacies and an ability to foresee how these regulations will impact broader business strategies.
Adler’s leadership is central to the company’s recruitment, development, and retention of top legal talent. Leading a diverse team of four direct reports, she has cultivated an environment where cross-functional collaboration is the norm, and each team member is encouraged to grow and contribute to the broader mission of financial inclusion. Her commitment to nurturing talent is evident in her efforts to foster an integrated team that spans multiple verticals. By aligning the diverse expertise within her team, Adler ensures that the in-house legal department is responsive to current challenges and well-prepared to support future innovations across Mastercard’s operations.
Through her multifaceted role, Adler underscores the immense value of in-house counsel in driving corporate strategy and managing complex regulatory landscapes. She is focused on building a resilient, innovative, and secure financial ecosystem that benefits all stakeholders. In doing so, she contributes directly to Mastercard’s overarching mission of fostering financial inclusion, ensuring that the company continues to set industry benchmarks in security and trust.
Adler’s journey began with a natural curiosity about technology and finance, fueling her early interest in how legal frameworks support innovative financial solutions. This passion led her to pursue a solid educational foundation, first earning a Bachelor of Science from Pontifícia Universidade Católica de São Paulo, and then a Master of Laws from Insper Instituto de Ensino e Pesquisa.
Following her academic achievements, Adler began her career as a tech counsel lawyer, specializing in mergers and acquisitions, regulatory compliance, and banking. Her career took a significant turn when she joined Mastercard, leading projects across Latin America for seven years. In that role, she drove initiatives in security, marketing, new payment flows, transfer solutions, and evolving commerce ecosystems while honing a keen commercial approach to market these innovations successfully.
Her expanding expertise soon paved the way for a transition to a General Counsel role, overseeing legal matters for Brazil, Argentina, Chile, Paraguay, and Uruguay for a year. Today, Adler expertly navigates an increasingly complex regulatory landscape, playing a critical role on the leadership committee.
